Our client is currently expanding operations in Angola and is seeking a seasoned Programme Finance Director to provide strategic and operational financial leadership for a large-scale, donor-supported programme environment.

This executive role will suit a senior finance professional with extensive expertise in financial governance, statutory compliance, donor reporting, and multi-site operational oversight. The successful incumbent will take full accountability for ensuring strong financial systems, controls, transparency, and regulatory alignment across a complex field-based programme.

The Programme Finance Director will work closely with the Programme Director locally, alongside senior finance leadership based in South Africa and the United Kingdom, ensuring consolidated reporting and alignment of financial standards across jurisdictions.

Role Overview

The Programme Finance Director will lead all financial management functions supporting the Angola programme, including oversight of budgets linked to field operations such as nurseries, planting activities, logistics, procurement, technical delivery, and community labour structures.

A key priority of this role will be establishing the finance function for a newly formed Angola country operation. This includes building compliant financial systems, statutory processes, internal controls, and operational finance frameworks that support implementation across remote and multi-site environments.

This is a hands-on leadership role requiring both technical expertise in Angolan financial legislation and the ability to operate at executive level within a high-impact programme setting.

Key Responsibilities

Strategic Financial Leadership

• Provide executive oversight of programme financial strategy in Angola

• Develop country-specific finance structures, reporting tools, and internal control frameworks

• Translate programme delivery plans into long-term financial models and resource forecasts

• Support leadership decision-making through high-level financial guidance

• Establish finance processes suited to high-volume field operations, including mobile payments and site-based expenditure controls

• Represent the programme in engagements with donors, banking partners, and key stakeholders

Financial Oversight, Reporting & Audit

• Lead financial management across all programme components and workstreams

• Ensure compliance with Angolan statutory and accounting requirements (including AGT, INSS and BNA regulations)

• Deliver accurate consolidated monthly, quarterly, and annual financial reporting

• Maintain audit readiness and oversee both internal and external audit processes

• Implement robust governance measures including segregation of duties, approval structures, and documentation controls

• Strengthen policies and procedures supporting transparency and accountability

Budgeting, Forecasting & Programme Planning

• Lead annual and multi-year budgeting across operational units

• Develop models aligned to seasonal labour peaks, procurement cycles, and logistics demands

• Monitor expenditure trends, variances, burn rates, and financial risk exposure

• Provide scenario planning and cost-efficiency recommendations

• Ensure labour and partner payment structures remain compliant with statutory obligations

Compliance & Donor Governance

• Ensure strict adherence to Angolan tax, payroll, VAT, withholding tax, and INSS requirements

• Maintain compliance with donor grant conditions and reporting standards

• Design financial controls suitable for high-volume, multi-site donor-funded programmes

• Oversee ethical procurement practices and lawful contracting frameworks

• Lead engagement with regulators and authorities during entity setup and ongoing compliance

Treasury & Risk Management

• Manage treasury operations including cashflow forecasting and multi-currency requirements

• Establish compliant banking and foreign exchange processes

• Implement strong controls over cash handling, petty cash, and mobile payment systems

• Conduct supplier and contractor financial due diligence

• Identify and mitigate fraud, liquidity, operational, and compliance risks

• Ensure appropriate insurance coverage and claims management processes

Team Leadership & Capacity Development

• • • • • Lead, mentor, and develop finance teams across central and field offices

        • Build financial awareness and accountability across programme departments

        • Contribute to senior leadership governance structures and risk oversight

        • Ensure alignment between Angola finance systems and broader group reporting requirements

Candidate Profile

The ideal candidate will be a senior finance leader with proven experience establishing finance operations in Angola, with deep statutory and donor compliance expertise.

Qualifications & Experience

• • Master’s degree in Finance, Accounting, Commerce, Business Administration or related field

  • Minimum 10 years’ experience in senior financial leadership roles

  • Strong knowledge of Angolan financial legislation and statutory frameworks

  • Demonstrated experience setting up finance systems for new country operations

  • Background in donor-funded programme finance, grants management, and multi-site budgeting

  • Proven expertise in audit management, internal controls, treasury, and risk governance

  • Ability to advise executive leadership with confidence and clarity

Advantageous experience

• Professional accounting qualification (ACCA, CIMA, CPA, CA)

• Experience in restoration, agroforestry, agriculture, conservation, or development sectors

• Knowledge of climate finance or carbon project financial structures

• Portuguese or local language proficiency

• Experience working in Africa or rural, field-based programmes
